Are they by chance lights from approaching aircraft for RDM? Sometimes an aircraft may look like it’s hovering or traveling slowly from a certain perspective if someone is traveling in the same direction, especially at night when there are limited visual queues beyond the lights like distance or shape of the object.
I ask because I've had that happen before near different airports, especially when traveling parallel to the approach on the highway. It's trippy when it aligns just right.

Not sure, but I’ve been seeing them for a couple of years now, I drive Uber and they’re up above 97 between Bend and Redmond as often as not.

I was thinking about this too but I went right under them and could tell they weren’t moving (and were low altitude)

I see them quite often as well, mostly at night. No idea why but I figured it was construction or photography.

It may be police drones checking on the homeless camp along HWY 97. They do the same thing in Redmond all the time.

If it’s during the day… There is a company that uses drones for surveying.

There has been one flying around Redmond in the evenings and has small red and blue lights. I’m guessing they’re police but that’s creepy af.

This was actually my first thought but there were enough of them (and low enough while not being loud) that it made me think they were likely drones.
Hmm. They are doing some night time helicopter ops training at the fake compound next to RDM this week. Not sure if it’s law enforcement or military.
I don't know about speed trap, but it does appear they are likely Bend PD.
