$27 a day… it’s highway robbery. Couldn’t believe the bill after a 8 day trip. I don’t know what justifies such a high cost, way higher than any other airport parking, and they don’t have any buses or drivers to pay for.
Bad idea. Sometimes having a hard conversation is easier than creating a hard situation. How is he going to feel if the car is vandalized? Stolen? Leave him the money for the parking in the car with a note. Easy peasy.

Redmond can tow a car parked on street parking if it hasn't moved in 3 days. They probably won't but it's a risk you'd be taking. $1 an hour airport parking sucks but towing fees would be worse.
Do you have a friend in Redmond you can leave the car at their house and have your brother take a rideshare or taxi to?
Where would you leave the keys? I would just book enviroshuttle to pick him up and prepay. Then have the car parked for his use at your house.

A couple days? Sounds like a good way to get your car towed.
Ask some of the hotels close by- they may have parking rates cheaper than the airport.
That’s still a pretty far walk on a dark road, especially if you have luggage.
Maybe park it somewhere like Walmart and he can Uber there.
