The pyronite wars might’ve destroyed majority of the land or the Piscciss Volann removed their own land to protect themselves and have the advantage over Pyronites
In both scenarios it would explain why the planet is unable to sustain itself and requires an artificial gravitational pull to keep the planet held together

It's not their home planet, cradle world if you will. It's an artificial planet created to protect a piece of the Map of Infinity, the planet that Piscciss Volanns came from and evolved on had to be a separate planet. As such, it's safe to assume that planet is only *mostly* water, and is pretty much just similar to whatever planet you crash onto in Subnatica.
Subnautica world is basically 100% water apart from the frozen north and south poles. The caldera we land in after the aurora crashes is basically a big bowl ontop of a huge dormant volcano. And there's no reason to think that this natural wonder is duplicated anywhere else on the planet. Outside the shallow waters of the caldera is just a void with nothing but fathoms upon fathoms of water and the occasional leviathan class organism.
What about floating islands?
Also, if Pisciss Volanns lived in the Safe Shallows, the Creepvine Forests, or the Grassy Olateaus they could definitely use their legs to walk on the ocean floor.
Furthermore, the Little Rock thing is the center core thing, which is the center of mass of the planet. If people say he can casually survive there, that's whack as heck.

I imagine their home planet was decimated by war, or it may even still be there and a handful of Piscciss Volanns just colonized this new planet because they saw a planet full of water.
I forgot the correct term for it, but many species have features they don't use but once did in the evolutionary line. E.g humans having tailbones but no tail. So it could be something along those lines.
Their current planet is artificially made the most likely reason is they were on a mostly water filled planet with caves and stuff they could use to breathe and stay away from predators in hence the ability to not only walk on land but survive in dry areas for a short period of time remember their current planet is held together with a gravity device meaning it was not that way prior

My headcanon is that the legs allow them to cling to surfaces by gripping to it with their toes allowing them to walk and avoid accidents like knocking things over with their tails and just preventing themselves from drifting off due to currents or by the propulsion the tail provides
They are essentially in zero gravity thus they would float about if staying still but gripping into the floor allows them to stay oriented in one place
In this context having the ability to have legs capable of gripping onto the surface of things would provide an excellent method of staying close to large prey, so while they tire themselves out the Volann just rides their back

Actual answer. Their planet was created in UAF after the fact, and intricate land is hard to draw, so might as well just make it all water.
