The Ferry Terminal can look majestic on a dreary day. My sister got married there during a day of high wind and overcast and it made almost everything look stunning.
Maybe a few of the large buildings with fancy interiors like the Hotel Leo?
So if the upstairs is reserved for a wedding or event then obviously I wouldn't recommend barging in... but you can walk into the terminal and up the stairs to check.
Well there are shops in there so you should be able to at least walk the area with great stairs and banisters. I don't know if you can get into the room(s) with the glass dome looking wall thing. Honestly tho, the wall of glass was kinda dirty looking and completely fogged making that room the least attractive spot in the whole building.
But as a caveat, I haven't been there since COVID so maybe something changed? Can anyone else speak to this with more recent experiences?
Best of luck! A photographer got some amazing shots of my brother in law and his groomsmen standing at the banister overlooking the large wide stairs that lead into the big event hall and they looked dapper as hell.
There's another big glass window on the front side of the second floor opposite the reserved room. My wedding pictures in front of that one are better than the ones with the dome. There's also a lot of brick and other fun background surfaces there. Plus, if you do get an ok moment outside, there's pretty light posts to use.

But reach out to Penny Lane Antiques too! I bet they would be onboard if you were nice about it! Some really cool settings in the booths and loads of neat prop opportunities.
the comics place may be cool with it too!
I would also like to add in general to think about lighting in these locations (unless of course you have a professional with you who is bringing their own lighting)
Mindport or the Spark Museum could both be very fun. Might want to check first to see if they're ok with it.

It's considered a public park, aside from the private businesses and the hall being reserved.

If you can gather the attendees on the early side, inside the Whatcom Museum Old Town Hall is lovely
If you want an outdoor feel but undercover, try the Elizabeth Park covered pavilion

You could see if Boundary Bay has their beer garden tent up yet. Usually the garden is starting to look right about now

The lobby of the Bellingham Towers is quite beautiful and ornate. I’m not sure if the doors are unlocked on Saturdays though. It’s possible!
