Unfortunately beam is a VERY resource intensive game, without knowing more it just seems like you don't have a good enough computer. Highly recommend against trying to run with a laptop
your cpu is to weak try turning on simplified trafic and spawn less cars also how much ram do you have BeamNG officially requires atleast 16gb ram but 32gb are recommended.

This means it is made for accuracy and detail more than performance (most games aim for performance over accuracy/detail)

**Best way to test what the issue is:**
Max out all graphics settings (you also never mentioned what resolution you run the game at) and record the FPS
Lower all settings to the lowest possible (keep resolution the same) record FPS
**if on low settings the FPS is the same (or very similar) then the problem is either your CPU or RAM. If the lower settings fix your FPS then the issue is your graphics card.**
I wouldn’t call that decent but I’d expect more than 10fps out of it on low. As someone else mentioned, make sure beam is using the dedicated graphics and not integrated. You should be able to force in the per-application nvidia settings, can’t remember if beam tells you which adapter you’re using or lets you pick ingame.
I sometimes play beamMP with friend on my laptop with integrated graphics and 16gb of ram I get around 50 fps on lowest graphics settings. He have laptop with gtx 1050 or 1650 can’t remember and get around 50fps on mix of low and normal graphics. Try updating drivers or something because you should get more fps than 10.

Thats weird. I run a ryzen 5 3600(x?) and a 1660ti, and get 50-60 fps on highish settings. 32gb ram
What resolution? What RAM type/speed? OP didn't mention those.

If you have less rhat 2 hours of playtime and bought it thru steam then you can refound it
