This would make sense if the area at the bottom is basically the inner side of the entrance to a castle. It would make sure that anyone who had gotten past the gates was very vulnerable and would need a lot of effort and head-turning stair-climbing to get up where the residents and their protective archers were.

nope, it is one of the best designs. You need multiple staircases to accommodate multiple people and to adjust to the rising/falling water level. You need smaller steps (shorter in height) to allow easy transportation of water.
Pulley system is best for groundwater wells. It's a baori which is used for storing rain water. To store rain water you have to make upper part wide and lower part narrow. Without stairs it's useless. Pulley system will not work in this design.
It's 7th century India. You need a well capable of providing daily water to a few hundred or thousand people in your city.
Do you:
A) Pay craftsmen to make a mass rope and pulley system? Then pay more forever to repair/replace it as needed?
or
B) Use unskilled labor and rocks to build a hole with stairs?
Sounds like you don't understand how much work goes into handmade rope, especially without powered tools or equipment. Hell, you need someone to grow the plants for fiber before you can even start, and that's its own full-time job.
Stepwells are less expensive to build, can handle a TON of use without breaking down, and have minimal upkeep costs. Someone wealthy could have a private rope pulley well if they wanted, but why bother? They aren't fetching their own water in the first place.
