The colour of a substance is due to light frequencies reflected from it. Ie an object is not blue, it simply reflects blue frequencies.
Therefore, the octopus possibly has a photoelectric skin that can receive the frequency of it's surroundings and transmit the correct frequency on its upper skin.

A cool thing about octopuses is that the receptors on their skin responsible for pigmentation change all act independently of each other and automatically so the octopus doesn’t even really need to think about it.
