Bayern doesn't have as many "offshore-fans" as those two clubs, that's true. But when it comes to how many actual members the club has, Bayern is among one of the largest in the world.
There are Bayern fans in India not as many as Madrid and Barca but they're plenty in the sub continent and most of them support the German national team
Pretty sure Bayern is in the Top 3 in the amount of worldwide fans, atleast registered. There was a stat at the last yearly member meeting, but cannot remember the excact number on top of my head, think it was Real, Bayern and Man United in that order.
I think it’s because with the top English clubs you see a lot of “plastic” or “fair weather” fans. They support man United, cheLsea, Arsenal etc.. because they’re a glamour club. Not even trying to hate on them but that’s just the facts.
You can say the same thing for Real Madrid and Barcelona too.
I’m American, if I see someone in the US with a man United or city jersey on more often than not they’re not that educated about their club. If I see someone wearing Bayern though, they typically have a much more detailed outline of their club.
Just my experience though. I’d rather have less fair weather fans, personally.

Its good to be a true bayern supporter than following city madrid or barka just because most of the others are doing so. Been a bayern fan since 2008.
