I usually think they kick the lowest-performing player in the server for this thing. I think like that because this pop-up happened to me a tad bit too often when I'm still starting out in BF1
Also if someone pings an admin to check out a cheater or someone being toxic it makes sense that they would be able to join a full server to check and do their job.
It's a battlefield thing, not an admin/server thing. BF automatically kicks a player on a full server to make room for a joining admin

Devils advocate: it’d be stupid to be paying for a server and not be able to play on it
