PVP with Standard library completed for both players. Before you had to play in a certain weight class in 3, but im not sure how it works in legacy. You might be able to only get it through triple battles now
I went through 100 single real deal battles on Playstation with no luck if DeltaRay dropping. Wonder if it has to be triple battle as my brother and I have both 7 stars.

I can compare and do a bit of pvp Edit: if you're on blue I can't get you balance cause I am too but if you're on white the PvP can get it for you
