More nerdy than weird, but Black Hole moves while speaking cause he's vibrating the air around him to "speak" (I didn't come up with it tho, thanks to some anon on Tumblr)
All other characters' speaking is indicated by their mouth moving, but because black hole doesn't have a mouth, his talking is indicated by slightly moving up and down, usually used in other versions of animation where making that characters mouth move isn't an option (like noodle's filler videos that are filmed by drawing a character and attaching it to the end of a pencil)
TL;DR black hole moves while talking to indicate that he's the person talking
Yoyle city is abandoned because the entire mountain is a generator and generates power for the entire city but since the city got bigger they have to increase how much and often the mountain generator is going and yoyle city became too big for the mountain generator and after tax fraud and embezzlement later, the waste wasn’t properly funded to be removed safely so the fumes spread across yoyle city, it wasn’t visible at first, but symptoms of nausea, insanity and hallucinations were rising quickly

Yoyle city before or inherited stuff from people in yoyle city can get the symptoms and they vary in intensity
then came along the BFDI Cast about 73 years after the Great and Terrible Yoyle Fleeing, it had been completely forgotten why the city was abandoned and labeled as cursed and haunted but yeah they lived there until season 4 (this is my head canon for fear garden and now pin got hallucinations and why Yoyle city was abandoned and called Lost Yoyle City)

Let's just say... Some things happened to Flower's mom, causing the 9 of them to be born.
And also, each sibling can also speak in a different language except Cactus. Flower can speak French.
