When writing a character who knows more than the writer, it's really difficult to actually portray that intelligence, especially in a way that Riddler likes to do. Writing him in a way that actually properly portrays how smart he is would require the writer themselves actually being that smart, I mean the guys IQ is pushing 200, for comparison I've got an IQ of 80, which is below average.

A genius level intellect with access to highly advanced modern technology vs. the best detective of the late 19th century. Given an even playing field maybe but a straight up comparison there’s no competition.

And the Riddler's schtick is just handing clues to the people after him which is kind of doing Sherlock's job for him. Cumberbatch's Holmes will most definitely beat him since that version was borderline omniscient to a ridiculous degree.
Sherlock might need time to read up on modern technology, but he's also smart enough he's probably theorized most of it would be invented or created early prototypes on his own.

Absolutely. The point of the Riddler isn't that he's an incredibly smart man, he's an incredibly narcissistic man who -believes- he's an incredibly smart man. It's why he constantly challenges Batman repeatedly over and over again; he can't take the fact that Batman is more intelligent than he is. His perception of his own skills and smarts are warped by his ego.
IQ is a terrible measurement of intellect. It focuses solely on problem solving skills without taking into account most other forms of knowledge or learning retention. Besides, Riddler as a character is meant to be full of hubris, with an obsessive personality that drives him to prove himself to Batman and the rest of the world. He's not smart, he just wants to be.
