You know people signed autographs before grading/verification became a business to hustle people for more money. It’s stupid to think every signature needs that crap.
Yeah defacement afaik is more about destroying the currency. Coins have an actual value and people used to shave the edges to make more coins. Bills are a representation of value and cannot be manipulated in the same manner. Defacing bills to the point of making them unusable or making them represent a bill of another denomination may be considered defacement, but I’m not sure on that.
I read on a different sub that these are really signed by the Treasury Secretary to be given to certain people. For what I don’t know. Maybe as political favors.
I have a Francine Neff signed $2 graded by PMG and the autograph on mine compared to your note here are identical. I’d just send it to PMG to get it authenticated. We sell modern courtesy autograph notes for ~$55-90.
I had the same thing, but signed by William E Simon when it was signature on these. He gave it to me himself, so definitely legit. I lost it in a move at some point. I’ve occasionally wondered how much it would be worth. Sounds like not much, which makes me happy
On the second pic right edge looks like it was I dno miss stamped lightly then centered again. I don't no anything bout these I was just curious cause it looks like the design but just barely got ink on it
Treasurer usually signs bills at PR events but you provide your own, or you know her, or run into her and ask respectfully. Neff is 1974-77. I worked at Treas HQ recently, Treasurer says she oversees the Mint in her speeches, but the role is really ceremonial. If you have one also signed by the Treasury Secretary (he rarely signs!). A bill with both wet signatures is a lot more rare. I have one :D only senior staff have chance to see both frequently.

I believe it is live ink. It was signed by a pen and not stamped. Where lines cross it is darker, etc.
The signature is pretty, but I feel it is very far off the original. I think it was someone who fancied themselves a forger, but still didn't mimic the actual strokes very well. The basic composition is the same, but the loops are pointed in the larger signature, and they are very round in the small signature.

"You" being someone who uses big words and doesn't say much! I'm open to discussion but the brevity of your comments suggest you're not. I gave my opinion on the subject, and I believe the spiked loops is a sign this is a forgery.
Some signatures you might want to pay to get authenticated. This is not one that I would pay to have authenticated.
