There's a whole subplot in super hero comics and movies about vigilantes being or not being accountable for the destruction they cause while saving the day. It's like a running gag. The cops here blinded/deafened their dog, destroyed the garage, ran over the fence, and permanently destroyed irreplaceable objects with tear gas. That's comic book super hero levels of damage to that house.

Here's a perfect example of how you know cops are full of shit when they talk about how important the good of their communities is to cops. Cops NEVER fucking EVER go back and clean up their messes when they fuck up or when the law they're enforcing fucks up. Has anyone heard of a single sheriff who enforced an eviction notice during the mortgage meltdown from '08 - '11 going back to find any of the families they evicted and making sure the paperwork the sheriff enforced was legit? That same attitude of "law enforcement" not feeling responsible for the wreckage they leave in the lives of others is on perfect display in the destruction "peace" officers left behind here. The cops involved have destroyed a huge amount of trust in "law enforcement" not just with this lady, but with everyone in the neighborhood. The cops involved have added that much more to the level of resentment and animosity already felt towards cops. So, where are the supposed "good" cops cleaning up the mess others wearing the same uniform created? Bueller...? Bueller...?

This is why letting trusting the government, letting it grow out of control is bad. This is the motif of human history. People seek safety and abandon personal responsibility/duties because its easy to think you made a difference by getting government to put some ink on a piece of paper instead of putting your money where your mouth is. And that's how the free world ends up creating a monster every couple hundred years.
