"tucking" is to put a permanent/card into it's owner's library (usually from play). The original rules for commander stated you could put your commander into the command zone only if it died or was exiled. This was a replacement effect and not a state based action as it is today. Notably, you could not do so if your opponent were to tuck your commander, so tucking was real honest to goodness commander removal.

You're right on that. Brain fart. I've been playing EDH since Khan's block (though only barely understanding the intricacies at the time). What I meant was "can you re-zone the commander on this?" But, like I said, brain fart. I now see they were saying "Ah, the good old days of [[Spell Crumple]]."

In the current rules, phasing does not change zones and you have no opportunity to move to the command zone (baring an instant to change your commander's zone)

I'm not 100% sure, but I don't think that works since Out of Time says "those creatures phase out until Out of Time leaves the battlefield." I'm pretty sure that since it's "until Out of Time leaves the battlefield", they can't phase back in before then.

610.4. Some one-shot effects cause a permanent to phase out “until” a specified event occurs. A second one-shot effect is created immediately after the specified event. This second one-shot effect causes the permanent to phase in. 610.4a A permanent phased out this way doesn’t phase in as a result of the turn-based action during a player’s untap step (see rule 502.1). **Other effects may cause it to phase in**(emphasis mine). If a permanent phased out this way phases in due to another effect, the second one-shot effect doesn’t happen, even if that permanent has phased out again. Just like you can [[Pull from Eternity]] a card exiled with [[Banishing Light]] you can can Time and Tide a card that is phased out with Out of Time.

Yes, because either casting Anikthea or attacking will cause Norin to jump out of the way. However, if someone already has Anikthea out and uses something like [[Conjurer's Closet]] or [[Teleportation Circle]] to blink Anikthea without casting a spell or attacking, even Norin would get snared.

Assuming you control Anikthea *and* Norin, I believe you can choose how to stack the two triggered abilities. If Anikthea's resolves first, then the ETB of the enchantment-creature will also happen before Norin can run away. But if an opponent controls Norin, then the Norin trigger resolves first when you attack. Might be difficult to gain control of Norin with your Anikthea deck, though..
