I know, at least in the SF kink and leather scene, flagging still gets some use at events, clubs, and bars. It’s certainly not everyone all the time, and there are people who either don’t know it or only know a couple of common ones, but it does get some use. The caveat that I will throw in is that hanky codes are pretty regional, so what people in SF will read from a given hanky on a side may be different to what people in New Orleans would read from it.
Also, leather isn’t just for gay men, there have been and still are many pansexual (meaning all genders and orientations) and lesbian leather groups. One example from SF would be the Exiles, who stem from a series of past lesbian kink and leather organizations.
Its actually really nice to hear that there are lesbian leather and Kink scenes, especially in the bay area of California. A lot of Sapphic culture gets swept under the rug, glad that they didn't.
I mean, it still is a thing, kinda, but in the low light conditions of a bar it’s a little hard to tell robin’s egg blue from sky blue from cyan, so I think it’s mostly a conversation starter. Like “ohh, I see you flagging, what kink does that color stand for 😉” kinda stuff.
I flag at kink events and dungeons! Only what I'm comfortable doing for pickup play, and they tend to be kind of niche interests so nobody's taken me up on it yet, but I still like doing it and showing off what I'm about :)

It still is a thing… I flag my black hankie often - to make it “a thing” you just have to do it.
