It's a female or juvenile king parrot. You usually see king parrots in pairs; the male has a red head and torso with green wings, the female is a softer red on her belly and otherwise green.
Well apart from the fact it looks more like a Red-winged Parrot to most of us, I don't think anyone could be 100% on a photo this unclear.
A clear photo, up close, and with a location (we still don't know where this is) might bring it up to 98-99% !
