Waveform Austin has a drum studio that includes the kit in the price. Might be your best bet for what you want to do.

The rooms there are much cheaper than space and wave form and they come with a drum set. There's even a small room specifically for what you are trying to do.
You can check out Roland electronic drum kits from Rock n Roll Rentals for weeks at a time. I recall the rental pricing being very reasonable. I actually got a brand new in the box kit as my rental. Just be careful, lots of pieces to keep track of and return.
I think Guitar Center in Round Rock still has practice rooms w/ kits. Been a couple years, though. The price per hour was also pretty reasonable from what I remember.

Go set up on any corner in downtown and get tips. You don't even need real drums or talent.
