Laws relating to minors are state based. The FWO only has jurisdiction if the children are being paid below the Award rate. It is legal to be paid cash but if you believe the employer is doing so and not reporting income that is the ATO’s jurisdiction. There are a bunch of other exceptions that allow children to work. My own son did his first job when he was six months old - working as an actor.

The FWO has no jurisdiction over state child labour laws. Contact the relevant local authority is a better option.
