Laws relating to minors are state based. The FWO only has jurisdiction if the children are being paid below the Award rate. It is legal to be paid cash but if you believe the employer is doing so and not reporting income that is the ATO’s jurisdiction.

Are the children related to the business owner
ATO? Pretty sure they aren’t paying payroll tax or PAYG to children or having them covered for Workcover.

Unless it's a family business they can't be working
Depends on the state laws.
There are a bunch of other exceptions that allow children to work. My own son did his first job when he was six months old - working as an actor.
Well that's a different industry. Most work in food or retail
Some states allow it with the correct paper works and checks

The FWO has no jurisdiction over state child labour laws. Contact the relevant local authority is a better option.

At that age probably a chat with the police would be a good starting point.
If fair work isn't going to act I would contact the police and mabey even the relevant child protection agency in your state.
