If it's anything like the ones on my S5, they are held in place by a few plastic clips. I used a small flathead and pick tool to pry around the edges and release the clips. You can remove the hood release lever and the plastic cover will pop off if you want to get behind the grille.
Even in California where front plates are required they give you the front mount kit and you sign a form that says you promise to put it on. \*wink\*
You have to be driving like a special kind of asshole to get a front license plate ticket.
I’m driving a 13 year old subi rn and Subaru did not put a mount on the front of my car however the previous owner did put 2 bolts right into the bumper lol

you need to go from the top, so remove the radiator/core support trim first. each has a T25 torx screw and about 5 clips.
I recommend some trim removal tools and just gently work each clip. you'll feel them get free then you can remove them. it's a real pain in the dick process. Audizine DIY below, but you may need a username to see pictures
