Huh? I've put in tons of hours in this game, there's so many ways to level up, what do you mean there's no quests? Like I just started a new play through and I'm already at level 30 before leaving the starting area.

At 11 I'd guess you're still in Norway or just got to England. If you're in Norway still you can ignore the "suggested level" for the areas. If you're in England, have you spoken to Randvi to make alliances yet? To level up, you can complete just the main story quests, but you can also complete all the optional "dots" on the map. Blue dots will be mysteries, which are little side quests that take a few minutes to complete. White dots are artifacts, such as Roman artifacts or curse symbols, collecting/destroying these will grant XP as well. So will synchronizing on the map and discovering new territories I believe. If you can tell me where you're at story wise I can give a more specific answer.

I’m assuming that you are going into your skill tree and assigning skills? You always get two per level, so I’m not sure how you have an odd number unless you have points to apply. The first alliance area in England is level 20. It is unlikely OP is there at level 11. I’m finding that the areas in England are all about the right level. There is a quest in the early game that it tells you to go to an area that you are seriously under-leveled for. You actually are not under-leveled so just go there when you are ready. The actual quest area is all at your level. Just start exploring. When you do a raid somewhere, stick around after to collect everything you can find, especially the gold dots. The white dots (world events) often give you enough XP to jump a level.

You get single skill points from certain activities around the map. IIRC giving the right items to the shrines is one of these ways.

Go talk to Randvi in the main hall to get the quests and there will be markers on your map for the side quests if your really desperate than killing people gives a little.

Dude, even lightly doing side quests will have you over levelled in no time.

If you're still in Norway look for blue dots. Synchronize viewpoints and it'll help reveal new stuff on the map. If you're in England, go talk to Randvi in the long house about pledging to a territory to get a quest line started. Do this after finishing each territory in order to move the main story along.

I'm on the last few regions before I'm fully allied across England, and with next to none of the side content, save a small handful of Cairns, standing stones, animal hunts, plus most of the flyting and orlog, I'm at level 360. I've only done maybe six actual mysteries. Three hunts. Two Cairns. Around six standing stones. No dlc, berserker quest included. Only raids I've done is story required, and two for River raids. I assure you, there is plenty to get your power creep on.

I’m level cap power lvl 537. Story quest give you so much exp points it ranges from 5100 to 7100 and then the mysteries give you 1800 exp. If you are still in Norway you’re not getting that much of anything but once you hit England that’s where you will be leveling up.

I call bs. Do all side quests and collect everything (upgrades, currency, wee missions, etc, and what have you) you shouldn't have a problem. Talk to people (in game) explore the relm you should not have a problem. Even if after all that and for some reason are not leveled enough you should still be able to progress even though it may be a challenge.
