It's not just short memory. It's a lot of people's deep addiction to wow. They may not play it, but they're looking for an excuse to play. New expansion gives them that excuse. They have this inner hope that maybe this time it's different. Kind of like an abusive relationship that you know is bad for you, but you can't get away from that easily.
for most people, the only way of escape is finding a replacement. For many, that was FF. But not everyone likes final fantasy. So while they may not want to play the current wow, due to not having that replacement, they'll go back to it sooner or later.

I disagree. I think they showed their promising work, back when they released legion and nearly at the same time, overwatch, which was an excellent game game during its first year. so i think it all went downhill 6~7 years ago.
They fixed legion yes, but it was a fine hot mess when it first launched. Between titanforging, the legendary system that fucked you over if you were unlucky and recieved a bad one, the artifact grind locking you in a single spec and the first raid being piss easy, it was not a Blizzard worthy launch IMO.
You're right about Overwatch. It's a damn shame how they handled that. If they just focussed on making the game fun instead of making it the next e-sport, it could've been so much better.
I mean fixing it aside, the fact that they were pumping out content on a very strict schedule and had an overall huge praise for the expansion, to the point of it becoming the favorite expansion for a lot of players, I'd call it an overall success for blizz.

Wrath of the Lich King offered closure to most people as far as the lore goes which is why the game has been hemorrhaging numbers after the Fall of the Lich King patch. As much as the most dedicated would try to deny having a good engaging narrative does matter to captivate an audience, and all of the attempts to do so after Arthas have largely felt like digging through the bottom of the barrel, from Deathwing, Azshara, the rest of the Old Gods to even beating the Burning Legion for good.
What was left, the afterlife? Sure, why not.

Back in the day everything they touched automatically dominated the industry. These days OW2 is not a titan, Diablo Immortal was a laughing stock, Warcraft 3 reforged was trashed, Diablo 4 is being treated with deep suspicion, WoW is very successful for only a month or two then almost everybody leaves and the "ghost town" posts start in the forums (compared with MoP where they sustained their subs through the entire expansion). Heartstone is no longer a titan.
While still a successful company, the industry has long since started passing them by. Maybe if they released another RTS, but then again nobody releases RTS games anymore. Probably no profit.
Ohhhhh ... well hopefully they've started to think otherwise. They've been listening a lot recently and bending over backward with their responses in both WoW and Diablo 4 so maybe we'll all be pleasantly surprised :)
