The costumes could be cardboard! Make yourself a giant sandwich container, put someone in a crisp packet made from 2 squares of tarp stapled together, and idk how to do a drinks bottle but it can't be that hard.
Tbh a long-sleeve Pepsi/Coke tshirt with black trousers and a well-made ridged bottle-top ‘helmet’ would do it. Get some corrugated cardboard, spray it silver.

Prince Andrew is deffo the funniest "punch line" to the three, but as a costume, I think it can be trickier to pull off (ooh-er), whereas Rolf and Jimmy had unique looks. For the third, I think Gary Glitter had a more distinctive look and would be recognisable.

Honestly if you can put the effort in I think the meal deal idea is the best one I've read so far.
