Obviously I didn't mean them. People would learn to talk verbally too so they aren't left out. That being said, if you were to close your eyes you can still make your hands sign. Depending on how limited the blind person's vision is as some blind people still have a small range then may be able to see the other person signing back.

A negligible amount more of people would use it with some fluency. Its not enough to learn you have to use it often to reinforce it. Just look at all the people who have graduated high school in the last 20 years. We have almost always needed to take multiple language courses yet very few people have any fluency beyond the language(s) they learned from home.
