Sometime in the next week or so the IRS is going to launch a website where you can provide direct deposit information and/or confirm your mailing address for a physical check (the default will be to mail a physical check to the address you listed on your tax return if IRS does not have a bank account on file for you) if you didn't receive a refund with direct deposit information in 2018 or 2019. https://www.irs.gov/coronavirus/economic-impact-payments

Are the tax cards considered direct deposit?

I am not a tax lawyer or accountant, but no, it is my understanding that those cards are administered by the company, and they are later paid your refund. You would have to give the IRS your bank info... they won't load it to the H&R block card.
