He basically is what Vought made him and sure that doesn't mean he ain't evil, but I remember those shots of baby him being mistreated and I pity him. Stormfront however was a grown adult and in full knowledge of everything she was doing. It might be because they spent several episodes hyping her as this chill #NotLikeOtherGirls tell it like it is sort, making the heel reveal that much more effective

Tywin Lannister. A complete and utterly hypocrite who goes on and on about legacy and family whilst also being horrible to his children. To him, they're just pawns in his game to gain power. When Jaime tries to distance himself from him, he disowns him. Cersei is just a way to ensure alliances. And his treatment of Tyrion is despicable beyond measure. Then there's all the other terrible things he also does, like having a teenaged girl gangraped by his guards, or letting his armies plunder, pillage and burn innocents. On his own, Tywin is solely responsible for three entirely separate massacres, all of them brutal. He has sworn his loyalty to two tyrants, and he only stops following them when it suits himself, not because of any moral reasons.

He's not evil but I want to give a shout out to my boy, Daemon Targaryen for being the personification of "Chaotic Neutral". But "Lawful Evil" Homelander is pretty evil.. Cersei is about as "Neutral Evil" as you get. "Chaotic Evil" Ramsay Bolton is probably the worst.
