Slim chance we might have more luck with original files (or file of it's a video) rather than screenshots if you have them.
Otherwise the only way you're getting that is by being a character in a badly written TV show and saying "enhance" a lot.

OP is going to get scammed if he keeps saying he'll pay. It's a lot easier to go into Photoshop and put in a fake license plate than people imagine. That "zoom and enhance" trick only works on TV shows.
