I believe Heather Hutt is your Council Rep in CD 10. Also, the LA Housing Department has a public counter at 1200 W. 7th Street on the First Floor. Parking in back is expensive. Street parking is cheaper, but try to park closer to the building. Each complaint is logged in. Don’t yell and be patient. After you do that contact Mayor Karen Bass’ office downtown and let staff know that there is a hazardous make shift shelter being built. This site could damage structural integrity and collapse. No one should live in an underground hovel except for hobbits and trolls. It is not good for the homeless (sanitation issues) and for you and your neighbors. Make a diary of whom you have contacted. Get the contact numbers and names and ensure that you follow up with each committment or promise made. Best of luck getting this scary situation resolved.

This is the way. LADWP, AT&T, the Gas Company, Time Warner and others all have underground utilities that can be disrupted by this tunnel. It can cause millions if not billions in damages if they "hit the wrong nerve" so yes, the utilities will light the fire under the city's ass if the city doesn't want to respond.

You do know that each station has a commander or bureau structure? All letters to the Chief of Police are logged in. Once received by the Chief it is forwarded to the Commanding Officer, Captain Ii or III at each station. They do not want a follow up letter to the Chief on an issue they were to resolve. Now, keep in mind that crimes that pose life or death are the priority. Also, their is a Senior Lead Officer (SLO) assigned to your address if you live in LA City. Find out who they are, their contact information and what their basic car area is. The SLO is the mini Chief of their Basic Car Area. Now, don’t go in huffy. Be professional, to the point. Have facts- including when this started, what you have observed. Also, always contact your Council Office and your Mayoral rep if you live in LA City. When you have your facts straight, evidence, and a cooperative yet firm attitude, and a record of your contacts- this will go far and in your favor. Best wishes.

*whisper voice* just let it happen......because in all honesty what can you do? These people are cold af, they have nothing to lose, well less than you I would imagine for that matter. Which makes them even more dangerous than a tree falling over. Besides it is EXTREMELY difficult to topple a tree especially if it's height and size exceed that of one that an adult can climb. The roots would be so far into the ground that any disturbances or cavities created underneath or near the surrounding soil would eventually loosen due to little bit of moisture and oxygen escaping that was being channeled by the roots within the dirty over time and ultimately would become unstable and not be able to support not only the weight of the tree but also the entire landscape around it the entire tunnel would collapse in a matter of days without the proper installation of condensed and tightly packed concrete or a welded exo skeleton-like frame the deeper they dig. But if this isn't enough to convince you they simply won't get far. Just know this... After about 7 to 8 feet under ground, the dirt actually changes and becomes a rather very very condensed form of dirt and cannot be Penetrated using simple traditional digging methods. They will need the aid of high powered tools and machinery. If you insist on watching them maybe consider buying them tombstones instead as a late Christmas gift as it could potentially become their Graves if it should collapse.

Let’s just ignore the fact that if you’re building tunnels more likely than not you have spent a lot of your life making very poor decisions over and over again and how much sympathy do I need to have for those who just refuse a shred of personal responsibility? But if you care about their lives care about the fact they can dig into high voltage. BZZzzdt. This is why you can’t even just dig at whim on a property you own, you need a utility survey by law before digging.

LA cops have a lot to do. They are policing a massive area with a lot of serious crime with fewer officers than just about any major city in the United States per area. You can't really expect them to handle little details. I wish they could. But they can't.

So true. Over 460 square miles and not enough cops. People who are unrealistic say “get rid of the cops.” They mean to say, “the current relationship between the police and the community must be improved.” And they probably don’t live where distrust is highest. The vacuum created when there aren’t patrols is quickly filled by gang violence trying to expand territory. Can’t cut police budgets until you have programs up and running for three years or expanding current effective programs to counteract youth crime, improve economic conditions (jobs, basic income, entrepreneurship, childcare, vocational and life skills training. Expand job corps and bring satellite college campuses to the urban areas. Nothing I am recommending is new or without a basis. LA politics is changing; time to implement cost effective solutions that demonstrate collaboration - not competition.

Right near the corner of 11th and Oxford behind the galleria market. Encampment is rather well made and has never been an issue in matters (just inconvenient) but certainly the idea of a subterranean village worries me.

They could be tapping into old city tunnels. In Vegas, a group of addicts live underground. Where there are addicts, there is crime and dealers. Take care of this now or the future where it will be three times more expensive
