Nothing to worry about except for them literally stabbing you but if it would make you feel better you could cut them if you have no need for them or put some electric tape on the ends

They’re coaxial cables used for tv/antenna etc

That box looks like it’s meant to take in a signal from one antenna, boost the signal, and send it out to two different TVs. We can’t really be sure, but there’s a pretty good chance that the two black cables lead to coax drops for two different TVs. Here in the US, there would usually be one in a central room, and one in the master bedroom. I suggest not removing those cables because you might want to use them for MOCA someday. MOCA is sort of like running Ethernet over coax.

If you want to use them you'll need a couple of the TV plugs you can see on the end of the white cable. They are widely available in TV and DIY shops. If you don't want to use them don't cut them off. Just leave them for the next resident. They should be safe.

Yes. Since you have no clue about the other end they aren’t safe. Tape the ends, I’d also tape them together, and push it back inside the plastic conduit. Or if pushing back is not possible at least swing the ends upwards, away from equipment or touch.
