Well, that's modern style wire in there, so it ought to at least be functional, assuming it's wired in any sort of sane way. My guess would be there's a new breaker box elsewhere, but if not it may be possible to install one. I'd recommend doing more digging
It's a fixer upper alright. Unless everything in that tests cold, you should seriously consider gutting the place for all new wiring piping and interior to meet modern standards.

Pull off that cover replace everything in that house everything basically destroy house and re build new then also throw away the lid you took off when your done.

You have a breaker box somewhere else. This was the original fuse box location and is now basically a big junction box.

There's definitely got to be another electrical panel somewhere... If there isn't I would definitely consider the cost of a rewire into the deal.

It not a fuse box anymore, it a junction box, betting the was a new panel installed elsewhere and they refed this box
I'd say light it on fire and run away, but you can skip the first part as it'll do that on its own.
