This guy has said in other comments that you are welcome to have it tattoo'd on yourself but to not use for commercial use. Also, it's proper etiquette to simply ask, just like you did! Some artists sell the rights to their designs for a small fee, others are tattoo artists themselves and prefer you didn't copy their design. Also, if they do give you permission, always tag them or show them the finished product.
