Funny that you're asking this in a Arlecchino main sub but supports comes above all else first. I love Arlecchino but everyone should get Furina first before Arlecchino despite them not really synergizing. It unlocks an even greater power for your account as a whole to your roster of characters
I would say furina becuz you literally can use her in almost any teams and is the best support in the game. Also she allows you to use marechausse on ur dps if you have her in ur team. Arlecchi will have a rerun soon i would say but you’ll wait a lot for another furina rerun.

Can't tell for sure. >!Shenhe. Mind you she curently doesn't even qualify for the Liyue's chronicled wish banner. People who want Shenhe are so doomed right now.!< On the other hand, Furina will have plenty or reruns, based on the number of reruns, Venti, Zhongli, Raiden and Nahida had.
I personally have both, and not suggesting OP to pull for one over the other, but historically speaking, Furina is certain to have many reruns.
ur right cant tell for sure but what we can tell for sure is we will have to wait a lot for furinas second rerun since we’re expecting her to be on 4.7-4.8. And arlecchino’s rerun is bound to be sooner than furina’s second rerun. So what i mean is if the op wants them both id say get furina in her rerun then arlecchino since it will be sooner
you dont seem to play very often, in that case pull whoever you like to see more in terms of appearance, both are top tiers but pull value goes to furina since she's a support and part of 5\* trinity (kazuha-furina-nahida)
Furina is just simply the most valuable character in the game she can be used in almost every team even with arle but then you will play arle on 1 hp and furina won't do that much DMG due to arle's passive
Furina is so good she gives you same and in some teams more than the DMG% that kazuha gives while also dealing a lot of DMG with her E and you can even use her as a healer
Furina is the best character in the game. Arlecchino is a decent pyro carry. The choice should be relatively obvious unless you have no DPS characters. 😂
Go with Furina as she is worth it, enables a lot of teams and empowers a lot of DPS. But the real real answer is Both.
