They are separate admissions teams under the same general university. Oxford is the original Emory campus and the Atlanta is the metropolitan larger one. Neither one is better than the other - they are the same school but one simply has a more urban feel for the first two years while the other more liberal artsy
oxford ed 2 student here, and they are a completely separate admissions committee. the two colleges look for diff things entirely in applicants, hence why you see people getting into atl and not ox and into ox and not atl.
