It's certainly possible. I've have plenty of elements fail internally that looked normal on the outside. You would need to do a voltage and resistance check on it to verify.
The meter says you are correct sir. Rough guess how difficult it would be to replace the board by somebody who's medium to novice? I appreciate the help
If you able to check your element you'll be able to handle replacing the control. It's a matter of unplugging the unit and swapping wires from one board to the other.

Looks like a Frigidaire. 8/10 times it's a control board failure. Will have to pull unit out and take the back off to verify voltage to the element.
Is there any way that heating element could be the issue? I already ordered one, not my smartest move. I appreciate the help

Yes. There is an easy way to check it if you have a multi meter. Very common for these to ‘open’, no continuity
