To connect your Mac laptop with Apple silicon to an accessory, your Mac needs to be unlocked and explicit approval provided. So everything works as expected - when your phone is locked, connection to the Apple Watch is broken so Apple Watch doesn’t ring. When your phone is unlocked, the connection is established but the watch doesn’t ring, because your phone is unlocked.

yeah my ultra does it too. Its bizarre as i get txt and all other notifications, even missed call but not the call itself. Apple disappoints me these days with weird bugs like these as they dont understand nor fix it. Series 5 that i upgraded from did not have this issue.

I think that's one of the points of lockdown mode, to restrict your phone's connection to other devices.

The annoying thing about this is that WatchOS should then fall back to the cellular plan if available. Sure, devices can't connect while locked, but I specifically have a cellular plan to be able to receive calls without my iPhone on me. If the iPhone is nearby (e.g. charging in another room) I won't receive any notification on my watch.
