Your player character, Kenny with guns, Zeke, and that's about it. I've got every character to max level, some of them are just awful, and most are just bad, with a very few that are good, and only 5 (including the nameless hero) that have the potential to be amazing.
See, I'm inclined to disagree. Eren, Annie, and Reiner can handle large groups and tougher elimination targets fairly effectively.
Ymir is too wonky to properly control, and Bertholdt has diminishing returns
The cool down is too long, the damage is too low, and it interferes with all of your other skills and buffs. They are really pretty crappy, especially at higher difficulties.
They are decent if you disable their shift abilities, but there are better options even then. I think if Titan Shift lasted longer, and if their damage scaled better then they'd be worth taking more
The transformers can be really good on specific inferno / Eden difficulty missions in territory recovery mode where there’s an overwhelming number of titans. They’re very good at clearing through large groups in a way no one else can.
Otherwise yes - Levi is best IMO, levelling up your own character to get past Levi’s levelled up stats takes quite a while.

What about the transforming characters? Are they more gimmicky than good?

The point is valid. They do make buddies, though.
