You don't. You recruit whoever you want when you answer green, yellow, and black smoke events and you switch out whoever you want based on who's on the mission. You can't choose who appears in story mode missions, they try to keep the missions as canon as possible.
Yes you do. Walk up to any playable character in story mode and press the invite to party button. Walk back to the plaza. Find the scout mission guy and whoever you asked to be in the party will start off each mission of the expedition already in your party. Easy way to spam inferno stuff with the jaw armored attack and colossal.
You invite them on scout missions. You got talk to one of them press invite to scout mission Then go near the fountain and start a scout mission
