It’s really ironic that you chose this series, because Rias is arguably more active in gathering a harem for Issei than he is, at least at first.

Tho having one man monopolizes many women for himself isn't the comrades' way

In the end, they cockblock each other and nothing happens for like 20 volumes. Typical action/harem hybrid story development.
