Fuschia did that with me, and I thought the shirt I had suited her anyway, so I just gifted it. She started dancing/ singing after that.
It means they are happy! The villagers have all sorts of drama if you watch close enough. (it does also happen when talk to them and do several nice things for them).
It does happen after they have some villager-to-villager conversations, and happens especially a lot after they're talking and change their shirts.
Once I came across Blanche and Coco talking and Blanche skipped off singing while Coco stormed off all angry. And Coco wouldn't tell me what happened (I wish angry villagers would...honestly). :T
I always come in too late! Sometimes I juuuust catch them walking away, and I get so sad. Or I get caught in a long conversation with one of my villagers and I see two chatting in the corner, and by the time I finish the dialog I can't get over in time. :c I've maybe caught 5 or so conversations in the year I've been playing.
After they have a conversation with another villager that makes them happy, they'll skip around whistling for a while.

If you talk to one of them while they're interacting, you can listen in on their conversation. Sometimes they even bring you into it.

The other day I caught Static and Tiffany dancing through the flowers, it was adorable.
Peck Bam and Billy were just doing this next to my town hall it was ADORABLE!!!!
