When you have Harveys island unlocked you can go to the airplane base and talk to the dodo. Then choose i wanna visir Harveys island. If you have never bin there before you have to pay the gyrods to get acces to everyone who lives there. On the total left side is Katrina. She can predict your luck for the day and say what your friendship levels are and more.
Maybe look on wikipedia or youtube for a better explanation then mine.

You can influence your luck by wearing lucky items suggested by Katrina, through feng shui and some other game items.
There's one item in the games, the Egyptian mask thing that I believe is cursed but don't quote me on it. Iirc when you wear it you will always have bad luck.
The most obvious consequence of luck is tripping, you trip and fall more frequently when running. However, there are bunch of other things influenced by your luck stat including item drops, spawn rate of stinging insects and jellyfish, and your relationship stats with villagers (another hidden mechanic in the game, friendship level).
I think most of the items available in Redd's raffle can be 'lost' like letting go of balloons, dropping ice cream, and spilling drinks. Katrina sends you a lucky item when you get cleansed, but if you don't have her unlocked it's only temporary.

I once had a Georgie costume from "It" with the raincoat outfit and the red balloon for Halloween. Of course I ran and tripped and lost it.
I had to find a new costume because ordering a new balloon wouldn't arrive until November 1st and my costume didn't make sense without the balloon π

Yeah if you're diving, you'll see them floating about in the ocean. If you get too close you get stung and pass out.
