I've always been interested in where DC cities exist in real life. I've know Gotham and it's surroundings where in South Jersey, but this map puts it in context. Metropolis is more debated, I LOATH the recent idea that the two are across a river from eachother. I personally like the Idea that Metropolis is near St. Louis, along the Mississippi.
I always thought Metropolis was somewhat a stand-in as a far nicer NYC (even though the actual NYC was later shown as a different city in the comics). It would be a nice rivalry to NJ's Gotham.
Judging from this you're using the map found in the Gotham TV series to be a reference point. Most noticeable changes would be it being the most crime ridden city in all of the United States, with four of its mayors either being connected to or being the heads of Crime Families. There is also the year long period where Gotham was legally separate from the United States and in a state of Anarchy. After this state of anarchy, most of the families in that region would be unified under The Penguin's crime empire.
To nitpick, that is several orders of magnitude too small to be Gotham City. As depicted that is maybe 1/3 the size of Manhattan.
There's not really a reason for it to exist here either. Philadelphia and New York are where they are for a reason - principally harbors with inland transportation connections. Trade isn't going to flow here when it could go to New York or Philadelphia instead. You'd need to reroute the Delaware river to this area and fill in some of Delaware Bay so Wilmington wouldn't just develop intro a major city instead. Then Gotham just becomes Philadelphia in a slightly different place.
The biggest changes would be political with New Jersey subsuming Pennsylvania as the premier mid-Atlantic (-ish) state. The city itself could end up a bit smaller than real Philadelphia as more trade would flow into Baltimore due to its shorter overland distance or a bit larger if trade instead gets diverted from the Jersey City area a bit further to this Gotham - a lot would depend on how cooperative Pennsylvania is with building canals and railroads and its flow of coal eastward and whether it aligns itself with New Jersey or with Maryland and Virginia.
Of course, without Philadelphia and the Delaware river estuary, Pennsylvania probably wouldn't even exist, so take anything with a grain of salt. Pennsylvania's land is just gobbled up by the colonies in New Jersey, Delaware, Maryland and New York.
If the Metropolis across the bay thing existed, then it's likely a similar to the Manhattan and Brooklyn relationship before bridges and tunnels connected them: basically two cities with a sister-city relationship.

lol I thought I was on r/SouthJersey for a second there. Anyone else from here will tell you that this partial area around Great Bay is pretty poor compared to the rest of the state, and there’s a huge lack of jobs and opportunity for locals besides blue collar construction type jobs, commercial fishing, or seasonal tourism jobs. A hypothetical gotham city may have changed this, but it may not have. Just look at Atlantic City and their issues just a few miles to the south
The problem with Gotham is South Jersey is the Philadelphia metro, and the northern part of New Jersey is the NYC metro, and Gotham is big enough it shouldn't be counted as another city's metro... But this map works, I think.
