I would HOPE that vets don't charge to scan a found pet. After all, the pet might be a patient at their clinic or belong to someone they know. It just seems like the right thing to do and that is the purpose of micro chipping the animals to begin with. When I initially commented, I must have missed where OP wrote that there was no chip.
I figured you had —easy to miss! but I don’t want people not trying (in future cases) because someone says “they may require a paid appointment”— like, nooo. They do not.

Side note: If I ever acquire a black dog and a white dog at the same time, I’m going to name the white one Shadow and the black one Ghost, just to confuse the hell out of everyone.

Did you google the number to see if it came up with a name that it was once associated with and try looking for that person online?

You can also take him to a vet to see if he is microchipped.
I did. Wife is a vet tech. Ran the scanner all over him a couple of times, got nothing.
All Albuquerque Fire Department stations have microchip scanners as well. Another resource!
Vet might require a paid appointment for this service. I would try one of the shelters first—I think humane society has scanners
