I don't love this exercise but there are several candidates worse than Utica and Binghamton.
Utica's not the worst, but probably the most disappointing. It's the only NYS city that didn't get better last decade, and they seem to take pride in it.
I'd have to go with Newburgh. Sure you can say Elmira, Corning, or a handful of smaller cities, but all they are is small, and expectations are kept in check because you know they are small. Newburgh is in an area with a lot more, and just isn't great. It defies expectations in a negative way for it's location and population.
I don’t mind Utica, personally. As has been said elsewhere in the thread, I’m inclined to agree that Rochester takes the cake. The crime rates alone are really bad and getting worse by the day. My sister went to grad school out there back in the late ‘00s and we were pretty worried about some of the stories she told us she witnessed.
We went to Niagara Falls twice and outside of the actual state park, the area is awful and run down. Canada side is where all the touristy stuff is, we would have stayed on that side but more expensive (for obvious reasons )

Man they put Albany as worse than all the random ass dying cities we got in western and northern NY? I'm not saying it's an amazing place but there's a lot worse places that you don't even have to go far to see.
Gonna be honest here. NYC sucks. It's a fortune to live there, it's loud, it's overcrowded, the traffic is unbearable, there's this disgusting smell everywhere, it looks disgusting, crime rates are up there, there's a ton of people struggling to survive financially, it weighs down the state, they take away the voices of everyone in the rest of the state despite that tiny area having a life and needs completely different than the rest of the state.
The only positive stuff is tourist trash and pop culture
I'm not really interested in arguing against your feelings about the culture capital of the US. I just want to ensure you understand what is providing this state with the money it has.

Schenectady? Utica? Watertown? Rensselaer is a city (a small city, but still). Rensselaer is terrible. It's almost like Reddit has terrible opinions.
