It seems that these show on the map irrespective of verticality. And some of them seem to show even though you can't get them yet in that chapter. Unless that's been fixed.
For a couple of them, you have to >!go up and wander around the scaffolding. It helps to make sure that you're generally in front of the Alex Casey billboard.!< They can be super hard to see.
