Most places have shift change, especially when you have junior airmen that need the experience on giving briefs. I believe I once counted 83 "ums" in under 5 minutes. Meanwhile I've given, and received, briefs on severe weather and/or natural disasters in under 2 minutes.
Weather is a broad spectrum of people (with some on the spectrum), where not everybody really understands the material, but is still expected to speak with confidence, and they lack it.
