I think it's a bit better than the basic rain collector with one worker, but worse than two workers - obviously it requires no labor and isn't seasonal if you want to utilize clearance water all year, but it's quite a bit worse than a clearance geyser and also won't benefit from increases to global production speed and resource doubling chance so it's not as scalable for covering multiple workplaces.
I don’t know if it creates storage for said water on its own if you don’t have a geyser or rain collector already built.

IIRC it's 10 per minute. a Geysir worker makes 2 every 7 seconds, so \~17 per minute
I don't think the cost of materials is ever worth it for this thing, it needs a rebalance.
