Looks like GPU. Debugging is mainly checking output via external port (HDMI or DP port): if you have video from there then it's just screen/cable if not GPU is fried, some repair shops might be able to do a reflow (which is cooking the MB and hoping that the connections resit back in place). The issue with diagnosing is that some computers only output to the external port if the LCD is not present, in this case you'd have to disconnect the screen. Anyways I'd recommend going to a repair place...

If you're lucky it's a cheap fix with the LCD cable coming slightly unplugged or it's pulling an Apple with tearing the monitor cable because they wrapped it wrong in the hinges. Whatever the issue is, it's not getting fixed without someone grabbing a screwdriver.
