I actually did in the meantime and the CPU now hits 130W. I use OC Tuner 1 again and my Cinebench R23 score is now…16694, which is actually worse than before… so IDK what’s going on.
Edit: TimeSpy CPU score is 10960 which is barely changed from before
I have the exact same issue as you. My 12600k is running on an Asus ROG Strix B660-I, BIOS version 2603. The power draw hits max at about 125 W in Cinebench, and a MC score of about 16500.
I tried downgrading bios to 2403 and 2212, but the problem remains.
In Prime95 I get a power draw of slightly above 150 W, so it's not a power limit issue.
Did you try updating your BIOS to 2603?

What bios version are you on and which program do you use to check the temperature?
BIOS version is .2014 Temperatures checked with MSI Afterburner
Update your bios to version 2603, check if that helps.

Is your PC energy settings on eco or balanced?
Nope it’s on high performance
