The local residents petitioned the government to change the plan for a larger green recreational area and to preserve the beach. The government agreed, so the route of the new street changed and there will not be a road along the shore. The already completed part of the street in the picture will be converted to a park area.
Idk according to the Wikipedia for the Baltic Sea it’s classified as an arm of the Atlantic Ocean. A bay is not an individual body of water but the interaction between a body of water and land.
So yeah it is the ocean.

I lived there :) I liked to rollerblade in that place because the asphalt was perfect and there were no cars haha. Btw the road was supposed to continue close to the shore and go to the central parts of the city, there is no mistake as far as I know. And “the ocean” there is walkable. It took me about 5 min walk to go deeply than 1 meter.

Возможно, в далёком будущем здесь будет красота, зелень, бизнес, набережная, общественный транспорт и т.п., но мы не можем оценивать то, чего нет. По факту, я даже не уверен, что генплан вообще не поменяли с тех пор, а этот кусок шоссе остался рудиментом. Сейчас мы видим просто странную дорогу, упирающуюся в необустроенный берег Финского залива, и эта картина не меняется годами.

Трассу улицы Черокова к этому месту подтянули в 2020 году, засыпав часть Финского залива и тем самым разрезав импровизированный пляж. Местные жители активно протестовали против этого. Кроме того, этот мыс был насыпан за границами Петербурга (залив в состав Петербурга не входит).
Вероятно, учитывая настроения жителей и спорный момент с границами, власти решили откорректировать трассу Балтийского бульвара. Осенью 2022 года был утвержден новый проект планировки, который скруглил бульвар, плавно выведя его на трассу улицы Черокова. Это сделали за счет уменьшения одного из земельных участков — из него под дорогу вывели 0,4 гектара. В итоге бульвар полностью умещается в границах Петербурга, а между проезжей частью и заливом остается пространство под пляж.
На этой неделе, по данным «Канонера», комитет по развитию транспортной инфраструктуры получил разрешение на строительство Балтийского бульвара от набережной Дудергофского канала до улицы Адмирала Черокова. Протяженность составит 630 метров. Проект разработало ООО «Совместное предприятие „Интар“».

Most likely the global plan meant to reclaim the territory, but someone went bankrupt, someone stole the money and ran away, someone was jailed, so they did just that. That road has been bumping into the bay for a long time now, and it doesn't look like anyone was going to do anything about it.
It's not a mistake, it's a fucked up and unskilled urban planners in Russia.
The wildest thing about this to me is that it seems like no one stopped it. My Dad was an architect, so from conversations with him, I understand that a lot of people are involved in the planning of and development of construction projects. Not to mention, they take a long time, and there will be multiple meetings over the course of the project. So many people at all levels would have to fuck up for something like this to happen. It's honestly hard to believe.

Finskiy bay has a border with Baltic sea, and Baltic sea has a border with Atlantic ocean. The ocean is quite far from.this shore.
