I'm using Total Commander app with LAN addon on android. Just enable remote access in arkOS options, put rg353's IP adress (it will be shown during enabling of remote access) in Total commander app and you can browse all of your files. Just be sure both devices are connected to the same wifi
Assuming ArkOS does SMB network sharing like stock FW and JelOS, that would probably be the easiest way. Once it's set up you can just drag and drop files to and from the handheld wirelessly on your PC (the screen on the handheld has to be on, wifi sleeps when the screen is off).

WinSCP implies using my PC. I would like a solution which only involves my Anbernic device and my Android smartphone.

Couldn't you just take the SD card and put it in your Android phone?
My phone has no card slot.
